New UGC Guidelines for Foreign Student Registration in India, Full details 2025

Learn about the New UGC Guidelines for Foreign Student Registration and how the SII Portal helps institutions manage foreign students efficiently and safely.

New UGC Guidelines for Foreign Student Registration

The University Grants Commission (UGC) has announced a new rule for foreign students in India. Starting from the academic year 2025-26, all international students studying in Indian Higher Education Institutions (HEIs) must register on the Study in India (SII) portal.

This rule will also connect study visas directly with the SII portal. The main purpose of this step is to maintain a central record of foreign students, ensure better safety, and make it easier to track and monitor their academic journey in India.

Overview and Key Insights

Earlier, foreign students used to apply directly to individual universities or colleges, which also helped them with visa formalities.

However, there was no single system to keep track of all international students in India. Because of this, it became difficult to monitor issues like visa overstays and to ensure proper security.

To solve these problems, the Ministry of Education has instructed the UGC to make registration on the Study in India (SII) portal compulsory for all foreign students.

Goals of SII Portal Registration

The SII Portal is designed to centralize information about foreign students. It connects study visas to the portal, making it easier to track students’ status.

The system also helps colleges and universities handle admissions and visa procedures more smoothly. By providing real-time data to authorities, it improves student safety and overall campus security.

Responsibilities of Higher Education Institutions

Higher Education Institutions admitting foreign students must register them on the SII Portal. They need to appoint a Compliance Officer to follow and implement SII rules.

This officer will help manage admissions and visa processes smoothly and ensure that foreign students have safe accommodation and proper support on campus.

Effect on Incoming Foreign Students

States like Karnataka are expecting more foreign students in the coming years. Bengaluru is drawing international universities, including Imperial College London and Liverpool University, while Wolverhampton University is planning to set up a campus too.

The SII Portal will help these institutions manage the increasing number of foreign students efficiently.

Advantages of Having Centralized Foreign Student Data

Centralized data will make it easier for authorities to monitor foreign students. It can help prevent visa overstays and related illegal activities.

Colleges and universities can better plan housing and student support. The portal also ensures transparency and accountability in managing foreign student admissions.
