In 2025, Bihar Chief Minister Nitish Kumar launched a new financial aid scheme for unemployed youth. The program is designed to support educated youngsters, create better job opportunities, and also strengthen youth welfare and skill development as part of the state’s larger plan before the Assembly elections.

Bihar introduces Rs 1000 monthly Allowance for unemployed graduates

Chief Minister Nitish Kumar has expanded the Mukhya Mantri Nishchay Swayam Sahayata Bhatta Yojana. Previously, the scheme supported only unemployed youth who had passed intermediate. Now, graduates between 20 and 25 years will also receive ₹1,000 per month for two years. The allowance is meant for those who are neither studying nor employed, with a focus on graduates from arts, science, and commerce streams.

Key Objectives and Benefits for Youth

The allowance is designed to support youth in skill training and competitive exam preparation. Its main goal is to help educated youngsters become self-reliant and job-ready. The government expects this step to boost both state and national progress. It also aligns with the larger vision of creating one crore jobs in the next five years across government and private sectors.

Youth Employment Situation in Bihar

Since 2005, the Bihar government has placed strong emphasis on youth employment and empowerment. Under the 7 Nischay programme, several schemes were introduced to improve livelihoods. In 2016, the Self-Help Allowance Scheme was started to support unemployed youth who had passed intermediate. The latest extension shows the government’s ongoing commitment to tackling unemployment among educated young people.

Welfare Boost for Construction Workers

Along with the allowance scheme, the government also extended direct financial aid to construction workers. On Vishwakarma Puja, coinciding with Prime Minister Narendra Modi’s birthday, ₹5,000 was transferred to more than 16 lakh workers. In addition, under the Annual Clothing Assistance Scheme, ₹802.46 crore was credited directly to workers’ bank accounts. To further support their welfare, the government launched the Pratigya web portal for contractual workers.
