Groundwater Availability in Bihar

According to the 2024 Dynamic Ground Water Resource Assessment, Bihar’s annual groundwater recharge was assessed at about 33.94 billion cubic metres (BCM). The assessment covered 535 units, consisting of 534 blocks and Patna Urban, across all 38 districts of Bihar. Of these units, 473 were classified as safe, 49 as semi-critical, 9 as critical and 4 as over-exploited. This shows that groundwater availability is generally favorable at the state level, although certain locations require careful monitoring and management.
Major Sources of Groundwater Recharge
Rainfall is the largest contributor to groundwater recharge in Bihar. The 2024 assessment estimated that rainfall contributed nearly 58.89% of the state’s annual groundwater recharge. Other sources include seepage from canals and rivers, return flow from irrigated fields, recharge through ponds and other water bodies, and water-conservation structures.
The broad alluvial plains of northern and central Bihar are particularly important for groundwater storage. Sediments deposited by rivers such as the Ganga and its tributaries contain layers of sand, silt, clay and gravel. Depending on their characteristics, these layers can form shallow as well as deeper aquifer systems.
Groundwater levels, however, are not uniform throughout Bihar. According to recent CGWB data, the pre-monsoon 2024 depth to groundwater generally ranged from 0.6 to 18.7 metres below ground level. Major parts of the state recorded groundwater levels between 5 and 10 metres below ground level, while some areas had shallower or deeper water levels.
Importance of Groundwater for Agriculture
Agriculture is the largest consumer of groundwater in Bihar. Groundwater provides farmers with a relatively dependable source of irrigation, particularly when rainfall is irregular or surface-water supplies are insufficient.
The 2024 assessment found that irrigation accounted for approximately 72.46% of Bihar’s total annual groundwater extraction. This highlights the close connection between groundwater availability and agricultural productivity.
Tube wells and other groundwater structures help farmers cultivate crops during different agricultural seasons. Adequate groundwater availability can support crops such as paddy, wheat, maize, pulses, vegetables and other agricultural products. However, excessive pumping can gradually lower groundwater levels in areas where extraction is greater than natural and managed recharge.
Groundwater for Drinking and Domestic Use
Groundwater is also an important source of drinking water and domestic supply in Bihar. Rural communities in particular depend on wells, hand pumps and tube wells for everyday water requirements.

Aquifer mapping helps identify the location, extent, thickness and characteristics of underground water-bearing formations. The Central Ground Water Board’s National Aquifer Mapping and Management Programme provides scientific information that can support better groundwater planning and management.
Such information can help authorities and communities determine where groundwater extraction should be encouraged, where it should be controlled and where water-quality precautions are necessary.
Challenges to Groundwater Resources
Bihar’s groundwater resources face several challenges. Increasing population, agricultural demand, urban growth, changing rainfall patterns and localized over-extraction can put pressure on groundwater systems. Pollution from agricultural activities, sanitation problems, industrial activities and poorly managed waste can also threaten groundwater quality.
Another challenge is that groundwater is hidden from direct observation. A well may continue to provide water even when an aquifer is under increasing stress. This makes scientific monitoring and responsible extraction particularly important.
Conservation of Groundwater in Bihar
Groundwater conservation should involve government agencies, farmers, local communities, industries and households. Farmers can reduce water wastage by adopting efficient irrigation methods and scheduling irrigation according to crop requirements. Households can collect rainwater and use water more efficiently.
At the community level, restoring traditional ponds and improving drainage and recharge systems can help retain more rainwater. Authorities can strengthen groundwater monitoring, regulate extraction in stressed areas and promote awareness about water quality.
The objective should not simply be to reduce groundwater use. Instead, Bihar needs to ensure that groundwater is used efficiently, recharged adequately and protected from contamination.
